HCMC Roads to be Made Safe During the Rainy Season

Since the rainy season is just around the corner, the Department of Transport in ${bigcity_Ho_Chi_Minh_City:”Ho Chi Minh City”} wants to make sure the roads are safe to avoid flooding and accidents.
This time-urgent plan specifies certain strict official construction procedures to ensure the safety of the citizens when the rain starts to pour. One of these requirements stipulates that the project management boards and contractors undergo a regular check and quality maintenance of the roads, both pavement and underground. The drainage system should be functioning properly. Experts are also required to be present in constructions so they can check works in progress and make the necessary adjustments or changes if there are any.

Contractors and project management boards are mandated to produce a plan to check and review all drainage systems to determine flaws or damages that could affect roads and bridges. On the other hand, traffic management agencies should facilitate more and rigorous inspections to prevent and solve possible traffic lighting system problems.

The Department of Transport stated that it will be firmer in implementing the rules this time as the previous rain caused quite a number of holes in the roads, resulting in congested traffic and a lot of complaints from the people.

When it comes to flooding, the People’s Committee’s flood prevention program of Ho Chi Minh City aims on eliminating flooding in all inner-city areas and even certain parts of other districts within a four-year period from 2011-2015. The inner city is regularly flooded usually covering an area of 100 sq. kilometers.

One mandate in the flood prevention program aims at reducing flooding in specific districts in the city. Other areas in the city are targeted to reduce 70% of flooding caused by rains and 50% of flooding caused by high tides. Strengthening and ensuring the implementation progress of flood-prevention projects in 2005-2020 will concretize these plans. These projects include specific flood-prevention projects in specific districts in the city to reduce and ultimately eliminate flooding in Ho Chi Minh City.

To further address the flooding problem, the city is planning to invest in water drainage and waste water treatment projects in particular areas. The Official Development Assistance is given orders to prioritize granting loans to projects related to water drainage, waste water collection, regulation reservoirs, dikes and sluice gates for controlling high tides. Moreover, residences affected by and situated in flood-induced areas will be relocated.
